Why Georgia is attracting the attention of intended parents

The “Ukraine – Georgia” hybrid programme attracts intended parents from all over the world through a combination of three factors:

legal commercial surrogacy in Georgia and Ukraine;
the availability of guaranteed reproductive medicine programmes in Ukraine;

In 2026, Georgia remains one of the world’s leading centres for reproductive tourism, particularly for citizens of Arab countries and China. There is also interest from residents of Western Europe, but this is largely due to an underestimation of the risks involved in programmes without a guaranteed outcome. The legal procedure for establishing parenthood here is as straightforward as possible – the intended parents will be listed on the birth certificate. A surrogate mother in Georgia has no legal entitlement to claim parental rights over the child she has borne.

Simple explanations of the legal framework for surrogacy in Georgia

Surrogacy in Georgia is regulated by Articles 141, 143 and 144 of the 1997 Law “On Health Protection”. The key provision is Article 143, which permits IVF and the transfer of an embryo into another woman’s uterus, subject to the mandatory written and notarised consent of all parties, including the gestational carrier’s husband. Most importantly for intended parents: according to the same article, a surrogate mother in Georgia has no rights to the child, regardless of where the medical part of the programme was carried out.

The Georgian surrogacy experience with the Feskov Human Reproduction Group is one of the safest options for intended parents in terms of safeguarding parental rights. All that is required for registration is three documents.

There is an important caveat. In Georgia, donors from third countries are involved in the programmes, and there is no guarantee that they are thoroughly vetted. Feskov Human Reproduction Group has its own clinic and its own donor database, with donors undergoing regular examinations prior to the programmes. As a result, you incur no additional logistical costs and can be confident that your child will have a healthy genotype.

The most significant restriction of 2026 is the threat of a ban on foreigners. Consideration of the Parliament’s resolution to ban surrogacy for foreigners, which was tabled back in 2023, has been postponed until June 2026. Until it is adopted, programmes for foreigners are operating as usual, but remain in a grey area. However, intended parents from the EU must understand that this legal window may close at any moment.

It is precisely these risks that are eliminated by the hybrid programmes of the Feskov Human Reproduction Group, in which the medical part (the creation or transport of cryopreserved gametes, embryo transfer and pregnancy monitoring) is carried out in Ukraine, in accordance with Ukrainian legislation, which fully protects the rights of intended parents, which permits egg and sperm donation, as well as the legal import and use of cryopreserved gametes or embryos. At the intended parents’ request, the birth can take place in Georgia under the supervision of our specialists at a private clinic in the presence of the parents.

The main undeniable advantage of our programmes is the full protection of intended parents. Who is eligible for surrogacy programmes in Georgia

Marital status: heterosexual couples only. There are two options: legal marriage (marriage certificate) or civil partnership.
Genetic link: at least one of the intended parents must be biologically related to the child.

Surrogate mothers in Georgia from our clinic in Ukraine undergo comprehensive medical and psychological examinations, a KYC procedure, and a three-month monitoring period to ensure the absence of harmful habits prior to the programme. Typical candidate profile: age: 21–35 (some clinics extend this to 40), at least one previous healthy pregnancy, no serious medical complications, good physical and mental health.

It is important for intended parents to understand that Georgia is not the best country for surrogacy. This jurisdiction can only serve as an alternative option for those who are afraid to travel to Ukraine. In Ukraine, the programme proceeds more quickly because the entire medical infrastructure, well-established logistics, donors and surrogate mothers are concentrated within the country, and fewer and fewer women in Ukraine are now willing to travel to another country to give birth.

Experience with surrogacy in Georgia shows that, in recent times, many surrogate mothers have been women from Asian countries who find themselves in vulnerable situations; this raises ethical questions but does not alter the legal procedure. However, it sometimes sets dangerous precedents.

Step by step towards your own child: experience with surrogacy in Georgia

Our entire programme can take around 2 years: it all depends on the individual medical situation, the quality of the oocytes and sperm (whether donor gametes are required or not), the desire to choose the child’s sex (or the absence of any preference in this regard), and the presence of other individual wishes. The programme consists of the following stages:

Stage 1. Analytical

Intended parents receive a free consultation with our lawyer and recommendations on the best jurisdictions for carrying out the programme. Once all legal matters have been fully clarified, a medical plan is drawn up with your doctor: assessment of the intended parents’ reproductive potential (evaluation of oocyte quality and sperm freezing following receipt of the semen analysis results), and preliminary selection of a donor from our extensive database.

Next, we move on to organising the logistics for the transport of your genetic material (if available), as well as arranging your stay.

Only after receiving the results of the semen analysis and preparing the logistics required to deliver your embryos to us can we proceed to sign the contract.

This stage does not commit you to anything: you are welcome to visit us simply to get to know us, review all the documents and terms, and speak with other parents who have already completed their journey with us.

Stage 2. Achieving pregnancy through ART (2–12 months)

The timeframe varies for each individual medical situation: for some couples, 2–3 months will be sufficient to create embryos and achieve a successful transfer, whilst others may require additional attempts and a little more time. In this article, we provide realistic timeframes based on the experiences of our clients who have ultimately become happy parents.

The best thing you can do for your child at the embryo creation stage is to use our laboratories, where your embryo will be created in conditions close to ideal, under the control of high-precision digital equipment that sends a report on the embryo’s health at every stage. No human error.

If you need an egg donor, in Ukraine you can choose one based on a photograph. We will provide you with a vast selection of donors from our clinic’s dynamic database, who are as similar as possible to your phenotype. You provide your criteria – the coordinator provides you with candidates. These are women who are ready to participate here and now, having undergone all necessary clinical examinations and ongoing monitoring to ensure they have no harmful habits.

With our Deluxe packages, you can select a donor not only based on physical appearance but also on genetic compatibility to minimise the risk of inheriting genetic conditions.

We prefer to use fresh eggs and avoid frozen eggs. However, we do have a bank of cryopreserved oocytes.

In accordance with the programme plan, we create embryos from the parents’ gametes or using donor gametes. To ensure the birth of a healthy child, PGD (pre-implantation genetic diagnosis) is carried out during the embryo creation stage to rule out chromosomal abnormalities. As a bonus for intended parents, the sex of the future child is determined during the procedure.

If you are bringing ready-made embryos from another clinic, we will arrange for you to obtain the full set of documents required for their legal transport into Ukraine. We take full responsibility for communication with your clinic, logistics, and liaising with couriers and lawyers. All you need to do is sign the authorisation letter.

You will be provided with a prepared surrogate mother, into whom a single embryo will be transferred. The number of transfers under the programme terms is unlimited: as many as necessary for you to have a baby. This is our responsibility under the contract; no additional payments will be required from you in the event of an unsuccessful IVF cycle.

Stage 3. Prenatal care and childbirth (9 months)

As soon as pregnancy is confirmed, the surrogate mother moves to a safe region of Ukraine (the city of Chernivtsi on the border with Romania), where, in a peaceful environment far from the conflict, she is monitored by our doctors and programme coordinators until approximately 25–30 weeks, depending on the obstetric situation. After this period, she moves to Georgia, where your baby will be born.

The birth will take place in a private maternity clinic, either naturally or by caesarean section (as decided by the doctor depending on the obstetric situation); the intended parents will be present, and the happy mother will enjoy holding her baby to her breast immediately after the birth.

During the birth, you have the legal right to stay in Georgia and at the maternity clinic. We will arrange meals so that nothing distracts you from meeting your baby.

From the maternity hospital, the happy parents head off with their baby to a comfortable, fully-equipped flat of their choice, with everything they need for living with a newborn.
